How Windows 11 ranks device packages and how administrative exclusion policies affect servicing without changing the driver itself.
Windows Update evaluates applicable driver metadata as part of normal servicing. A replacement that appears to be a downgrade may belong to a differently numbered OEM or Microsoft distribution branch.

Plug and Play ranking considers identifier specificity, feature score, date, and version. A broadly newer vendor package can lose to an OEM package with a more specific match. Re-detection after a feature update can also cause Windows to evaluate the ranked set again.

Windows exposes broad policies that exclude drivers from quality updates and device-installation restrictions based on hardware or instance IDs. Microsoft’s update-hiding metadata affects a particular offered update. These mechanisms govern eligibility and delivery, not package contents.
